He actually didn't say that the genes become dormant he said that they would if we lived in a world without scarcity (which we don't). Personally I don't think it will make any genes dormant so much as behaviours that are triggered by scarcity won't occur. It's really simple. When a person has more than enough they're more apt to be generous. When people have what they need why would they steal or be violent.
