If information of an act released would incite wars between countries then it is the acts themselves that incites the war and the decision still falls to the country to make. In a democratic country the ppl's vote ultimately decides the nature of an administration and people in general don't want wars.So when the government can't hide from its ppl the acts causing wars those acts will no longer be done becuse ppl won't allow them.
