Nobody would make the decisions, we would arrive at decisions according to what resources we have available and what probability states would be the best option to choose. When I say nobody would make decisions, I mean to say; some person or group of peoples' opinions shouldn't determine the solution/path we arrive at. The option most beneficial towards the whole population would be selected. Hope this helped.
