RYAN: I've heard people advance, here in Congress, that the [Social Security] Trust Fund is fine until 2036, and we don't have to do anything until then -- so why worry about it now? I want to get at the nature of that. Correct me if I'm wrong, but if we do that then we have an across-the-board cut of about 23% that occurs in benefits -- is that correct? GOSS: Exactly. RYAN: And does that hit everybody equally? Meaning, does a 23% cut hit a low-income worker just as much as it hits a high-income individual? GOSS: As we understand it -- our General Counsel at Social Security across several administrations -- has indicated that the law actually does not speak explicitly to this. The Commissioner standing at that time would simply have 77 cents available for every dollar of scheduled benefits, and would not be permitted to spend more that that -- we do not have borrowing authority. So a decision would have to be made about how would get the money. We could have an across-the-board 23% cut immediately, or a Commissioner could say, 'well we're not going to pay the March benefits in March -- we'll wait until April -- wait until more revenues come in to allow full payment a month late.' We welcome the President to the House chamber tonight, where he will address the American people to assess the State of the Union. This presents another opportunity for the President to chart a new course. I hope the President takes this opportunity to stop offering empty rhetoric and broken promises, to stop pushing policies that have proven to make matters worse, and to stop dividing Americans for political gain. I hope the President takes this opportunity to start working with us to get America back on track. Yet, the Administration has -- time and again -- turned hope into disappointment. The President and his party's leaders continue to duck from the most pressing fiscal and economic challenges facing our nation. Exhibit A of this failure is the fact that today marks 1000 days without Senate Democrats passing a budget. Having failed to put forward a credible budget plan in 1000 days, the President's party is committing America to a future of debt, doubt and decline. Instead of dealing honestly with our biggest fiscal challenges and providing certainty to job creators, Senate Democrats have refused to meet their legal and moral obligation to propose and pass a budget. Mr. Ryan suggested that most people would view the development 'as a vote of no confidence against fiat currencies.' What he asked the chairman was 'what does that price signal tell you and what is your view of the long-term repercussions with respect to weak currency policies?' He said he supposed one could argue that we don't have a weak dollar because everyone else is weaker, but asked about the implications for a the 'strength and stability of our currency.' The chairman's answer strikes us as a classic. One doesn't go into gold because, as the be-puzzled Mr. Bernanke seems to suggest, one lacks confidence in, say, "other investments," soybeans, say, or iron ore. One goes into gold because one lacks confidence in the fiat currencies."

(Remarks by President Obama to a Joint Session of Congress, September 9, 2009) This afternoon Budget Committee Ranking Member Ryan walked through why the bill put forward by Democrats FAILS the President's deficit test. -- The Majority Leader said the bill scores as reducing deficit by $131 billion over the next 10 years. First a little bit about CBO: I work with them every single day; very good people; great professionals. They do their jobs well. But their job is to score what is placed in front of them. And what has been placed in front of them is a bill that is fill of gimmicks and smoke and mirrors. Now what do I mean when I say that? First off, the bill has ten years of tax increases and ten years of Medicare cuts to pay for six years of spending. The true ten year cost when subsidies kick-in? $2.3 trillion. The bill is full of gimmicks that more than erase the false claim of deficit reduction: - $52 billion of savings is claimed by counting increased Social Security payroll revenues. These dollars are already claimed for future Social Security beneficiaries, and claiming to offset the cost of this bill either means were double-counting or were not going to pay Social Security benefits. - $72 billion in savings is claimed from the CLASS Act long-term care insurance. These so-called savings are not offsets, but rather premiums collected to pay for future benefits. Senate ...
